August 4, 2011, 2:00-3:30 PM (EDT) – Assessing the Jobs Impacts of Clean Energy

Clean Energy initiatives reduce energy demand from fossil fuels and increase renewable energy generation; they also reduce air pollution, improve public health, lower health costs, support a clean energy economy, and reduce contributions to climate change. This Tech Forum is the third in a three-part series on Assessing Multiple Benefits of Clean Energy. It will cover two different methods that states have used to quantify the jobs impacts of clean energy initiatives.

Denise Mulholland from EPA will give an overview of how clean energy investments affect jobs and key concepts to consider when quantifying the jobs impacts from clean energy. Karl Michael, program manager from the New York State Energy Research and Development Authority, will discuss how New York has estimated job impacts of clean energy using a multiplier it developed and the key lessons it has learned. Suzanne Tegen, Ph.D. from the National Renewable Energy Laboratory (NREL), will-along with a state agency representative-present on how NREL’s publicly available Job and Economic Development Impact model can be and has been used to estimate jobs impacts from clean energy policies and programs. August 9, 2:00-3:15 PM (EDT) – Benchmarking in Portfolio Manager for State and Local Governments

Sponsored by ENERGY STAR, this session will review EPA’s online energy management tool, Portfolio Manager, which enables you to track the progress of energy efficiency efforts and compare the energy use of your buildings to that of peer buildings across the country. Attendees will learn how to measure and track energy use and carbon dioxide emission reductions to establish baseline energy use, prioritize investments, set goals, and track improvements over time. August 25, 2:00-3:30 PM (EDT) – Part II: Using Community-Wide Behavior Change Programs to Increase Energy Efficiency

Sponsored by DOE’s Technical Assistance Program, this webcast will focus on how state and local governments can move beyond technology dissemination and engage employees to adopt energy efficiency behaviors and enhance the savings potential of retrofitted buildings. The webcast will highlight key program design considerations and present 2-3 case studies to illustrate how state and local governments can influence employee behaviors by providing end-users with information about their energy use, and by recognizing staff who exhibit energy leadership at work. Grantees who attend the webcast will learn about approaches to implementing policies and programs that influence energy-related behaviors. The webcast will highlight how government organizations can:

  • Make energy use visible,
  • Provide staff with tools to manage their consumption and change their behaviors,
  • Provide staff with motivation (e.g., goals, budgets), and
  • Make saving energy easy and fun.

August 11, 3:30-4:30 PM (EDT) – Community Challenge Grants NOFA Webcast

The Capacity Building for Sustainable Communities program, funded jointly by HUD and EPA, provides grants to enable communities to foster reform and reduce barriers to achieving affordable, economically vital, and sustainable communities. Such efforts may include amending or replacing local master plans, zoning codes, and building codes, either on a jurisdiction-wide basis or in a specific neighborhood, district, corridor, or sector to promote mixed-use development, affordable housing, the reuse of older buildings and structures for new purposes, and similar activities with the goal of promoting sustainability at the local or neighborhood level. The program also supports the development of affordable housing through the development and adoption of inclusionary zoning ordinances and other activities such as acquisition of land for affordable housing projects.

This program provides grants to help improve regional planning efforts that integrate housing and transportation decisions, and increase state, regional, and local capacity to incorporate livability, sustainability, and social equity values into land use plans and zoning. The program supports metropolitan and multi-jurisdictional planning efforts through a consortium-based model that brings together numerous groups to inform the planning process.

September 7, 2:00-3:00 PM (EDT) – Community Resilience, Part I: Assessing Vulnerabilities Using the Roadmap for Adapting to Coastal Risk

Looking for a participatory approach to assessing community risk and vulnerabilities to hazards and climate change? Need to know which types of data and information can be helpful in characterizing your hazards story? Then sign up for this webinar, which will highlight a customizable approach for assessing hazard and climate change threats and impacts. This approach, the Roadmap for Adapting to Coastal Risk, is a participatory process for assessing vulnerability. The Roadmap helps communities characterize their vulnerabilities to hazards and climate change, and assess how existing planning and policy efforts can incorporate vulnerability issues. The Roadmap process helps communities move beyond general awareness of hazard and climate change impacts to actually identify risks and the potential actions that can reduce these risks. The presentation will also provide information on additional resources for identifying and communicating potential risks and vulnerabilities.
